Are Snow-Covered Lands Tournament Legal?

If I were to go to a Grand Prix or a PTQ, or any tournament really, are cards like Snow-Covered Plains legal? They are, essentially, just basic lands with no special effects. They are completely gorgeous artwork, though, and I got my first foil snow land last week. I'd like to put it in my tournament deck if I can.

It depends on what format you are playing. Basic land and Basic Snow land are two different supertypes and as such the Basic Snow lands are not tournament legal in formats that don't include the sets where they were released.

You can check the gatherer rulings for snow covered lands and it is mentioned there.

Basically, you can play it in pretty much everything except Standard.

It's interesting to note that sets of snow-covered lands occasionally show up in high-profile tournament decklists.

It's a bummer it can't be played in standard, especially since it does the same as a basic land. Sometimes, the rules don't make any sense at all.

The rules do make sense. The only reason basic lands can be used in Standard is that they're reprinted every set. The basic snow lands haven't been in Standard for years. They're functionally identical as far as most applications are concerned, but they aren't the exact same.
