Alternate Art card legality

My friend alters card art on certain cards, and recently decided to make some Jace, the Mind Sculptor s fullart (draw over the borders, etc.).

He left the name, mana cost, and textbox (and I think the copyright) alone.

If I can show that it was originally a legitimate card and that the rules text is the exact same and it can't be identified through the back of a card sleeve, is it tournament-legal?

The legality of Altered Art cards is left up to the Head Judge of the event you want to use them in. There are some guidelines that must be followed (like you said, Name, Mana cost, and Rules text left alone) but in the end the final word is left up to the head judge of the event. If you plan on using them in a tournament, go see the HJ well before, and have backups in case he says no.
