Activated abilities and their costs

Say I have a High Market in play and a creature on the battlefield, my opponent has some effect or permanent in play that says something along the lines of "...abilities cannot be activated..."

I understand I cannot actually activate the ability of High Market but could I still sacrifice the creature, but without the resulting effect of High Market?

No.

You aren't allowed to activate High Market's ability, which means you can't begin the activation process or just randomly pay its cost for no reason.
