3-player game with Platinum Angel

If Player 1 has a Platinum Angel, and Player 2 wins, does Player 3 lose?

In order to win in a 3 player game you need to reduce both other players life to 0. This would mean that if player 2 gets player 3s life to 0 player 3 still is out and vice versa.
Now if player 2 has a card that says they win the game. You would need to tell us how / what was played to make player 2 win.

Only the controller of the Platinum Angel is allowed to win the game, but either of the other two could still be eliminated.
If two abilities contradict each other, because one says that X happens and the other says that X can't happen, the negative always wins. There is absolutely nothing that can make you lose the game as long as you control a Platinum Angel (except a Judge issuing a Game Loss).

Normally, an effect that says a player "wins the game" in a multiplayer game instead causes all of that player's opponents to lose the game. The rule about this is written as a replacement effect. However, Platinum Angel 's "can't" ability means the "win the game" event can never happen, so it doesn't get replaced. The relevant rules backing this up are quoted below:
101.2. When a rule or effect allows or directs something to happen, and another effect states that it can't happen, the "can't" effect takes precedence.
104.3h In a multiplayer game, an effect that states that a player wins the game instead causes all of that player's opponents to lose the game.
614.7. If a replacement effect would replace an event, but that event never happens, the replacement effect simply doesn't do anything.

if platinum angel was in play ..wouldnt that mean any card that states a player wins would actually be canceled cause in order to win your opponent has to lose..so the very action of going against either stated ability set in play from the permanent Platinum Angel should cancel the spell coming into play..its castin spells at illegal target tell a legal target is present...which isnt one unless ya wanted to hand the win to the player controller of the angel..that or ya jus doomblade the flyin 4/4..if a judge says otherwise then im wrong...

so i think as long as the platinum angel is in play..an there isnt anything taking out the permanent Platinum Angel then player 3 didnt win...player 2 thinks they won..an player 1 didnt loose..

No, ANY opponent cannot win the game, as stated in the text of Platinum Angel , so there is no way any other player other than the controlled of Platinum Angel can win while it is on the field.
