Unable to create alternate arts

Hello!
like the title says, I'm unable to add any alternate arts. pressing the green 'add alter' button does nothing, just says this feature is only for upgraded accounts, which I've done. Even following the direct link from another thread gives me a 404 error. I see a couple other people have had this problem, but the threads don't provide any real solution besides contacting the admins, which I'm not sure how to do.
