How do I upload my own alters?

I found a thread from 2016 that says there's supposed to be a button to "Add Alters" next to my name on my Alters page, but it's just not there. I can only "search alters". Was that feature removed? Is there something I'm missing?

Should be there now, we manually allow users to add them
