Add Alters?

I've been browsing the forum and seeing how to add alters of cards, however the option itself to add alters isn't there.
When I hit the Folder in the top right, click Alters, the only option next to my name is a blue "Search Alters" option. Going there doesn't yield much besides finding other peoples alters.
Even clicking those links that are meant to lead you to the actual page where you add alters doesn't work, leading to a /404/ page that redirects me to the front page.
Is there something I need to do in order to activate this feature? From my surfing it doesn't seem like a Supporter feature. Do I need to contact a mod?
