An opponent plays Oblivion Ring on something you own. Then you play Oblivion Ring targeting the original Oblivion Ring . The opponent then plays a third Oblivion Ring targeting your Oblivion Ring . So Oblivion Ring s 1,2, and 3 cycle infinitely. It creates an infinite loop where no one wins.

Actually, in your scenario Rman92011, there wouldn't be an infinite loop. The original permanent exiled by the first Oblivion Ring would come back, so the 3rd Oblivion Ring and any subsequent ones could target that permanent instead of the 2nd Oblivion Ring , and, since not doing so would create an infinite loop, the players are required to at some point target that permanent to end the mandatory sequence of actions.

The loop only works if something like a token is exiled by the first Oblivion Ring , so then no permanent comes back once the loop starts. Also, no other nonland permanents can be on the battlefield, or else then the players would be required to break the loop at some point by targeting it.
