What was the first set to have foils?

I still remember my first foil. It was a PalinchronMTG Card: Palinchron from Urza's Legacy (first set to have foil cards). Exodus was the first set to have the rarity displayed on the card via color. I didn't play during Lorwyn but I'm pretty sure that was the first set to have planeswalkers.

Planeswalkers first showed up in Lorwyn. I'm unsure about the foils query.

Lorwyn introduced planeswalkers.

Urza's Legacy was the first set to have foil cards in boosters.

Urza's Saga introduced the foil with the prerelease Thunder DragonMTG Card: Thunder Dragon.

Well, only one of the two cards actually appears in the set...

But yeah, I remember it being a noteworthy thing at the time, and being the only card marked "(Foil)" in the InQuest price guide up until Urza's Legacy was released.
