Populate token question

Just a quick question, which may take more than a minute to explain.

Okay, say I am using the standard Selesnya Surge deck, and use Call of the Conclave to get out a 3/3 Centaur Token. On the field, I have a Phantom General , pumping the Centaur to 4/4.

Now, if I use a card or ability, such as card:Druid's Deliverance or Vitu-Ghazi Guildmage to populate that token, shouldn't the new token copy start at 4/4, then be boosted to 5/5 from Phantom General, seeing as Phantom General doesn't place counters on them?

No. Copy effects only copy what is printed on the object; they don't copy static buffs or counters that applied to or were on the original object. If you think about it, it doesn't make sense for the populated token to receive the buff twice just because it's a token and the token it copied is a token.

Thank you, I thought that was the case, but I wasn't 100% certain and thought I would ask.

a copy only copies what is written on the card or token. it does not copy any enchantment effects nor equipment effects.

706.2. When copying an object, the copy acquires the copiable values of the original object's characteristics and, for an object on the stack, choices made when casting or activating it (mode, targets, the value of X, whether it was kicked, how it will affect multiple targets, and so on). The "copiable values" are the values derived from the text printed on the object (that text being name, mana cost, color indicator, card type, subtype, supertype, expansion symbol, rules text, power, toughness, and/or loyalty), as modified by other copy effects, by "as . . . enters the battlefield" and "as . . . is turned face up" abilities that set characteristics, and by abilities that caused the object to be face down. Other effects (including type-changing and text-changing effects), status, and counters are not copied.

so first it comes into play as a 3/3, then it gets the static buff from the phantom general

atreyujames Thanks for going into more detail and diggin up the specific rule for me. I had read all the rules in the past, but forgot what section it was in, and thought it would be quicker to ask here.
