Say, if i had a planeswalker with 5 loyalty points, will enchantment or permanent pumps count as loyalty point?

Darkhunter21 is right. Planeswalkers are not creatures, so effects that increase creature power and toughness or put counters on creatures, do not change planeswalker loyalty counters.
Proliferation is an action word that allows you to increase the number of counters of any type on any permanent or player that already has a counter. Any type of counter includes spore counters on many green permanents from Time Spiral block, time counters on suspended permanents, planeswalker loyalty counters, +1/+1 or -1/-1 counters on creatures, poison counters marked on opposing players, and so on.
Players can also hit planeswalkers with burn spells by first targeting their controlling player, and then choosing to redirect the damage onto the planeswalker.

its an ability that came out during the scars of mirriodin set it states that you choose any number of permanents and/or players with counters on them, then give each another counter of a kind already there. this means that they can put more +1/+1 counters on target creature or loyalty points on target planeswalker. sadly tho you have to do it 1 at a time unless it says proliferate again like Contagion Engine.

You are correct, Doubling Season affects planeswalkers. Specifically, it doubles the amount of counters that a planeswalker starts with when it enters the battlefield (a replacement effect). Then, with each ability activation, a normal amount of counters would be removed/placed on the planeswalker as Doubling Season does not affect these (activation costs).

the only thing that can pump up loyalty points is proliferation or an ability like new gideon's first ability that says add a loyalty point for each creature
