If you draw a miracle card such as Devastation Tide that is a sorcery on your opponent's turn, can you play it? I was playing on MWS and I have always thought that you had to draw it on your turn since it is technically still a sorcery, it just costs less lol

Yes you can. The timing of miracle cards bypass the card type, card type is mainly there for hardcasting purposes, which is why it says "if it's the first card you drew this turn"

Yes you can cast it for its miracle cost even if its not your turn. Anyway, even if it was your turn, your draw step isn't a legal moment to cast a sorcery. You can only cast a sorcery during your main phases. So its pretty clear that the Miracle ability bypasses normal timing rules.

I hope you don't mind if I semi-hijack your thread to ask another Miracle question.
If you draw multiple cards on your opponent's turn, and the very first card you draw is a Miracle, in order to cast the card for its Miracle cost do you have to cast it before drawing your other cards?

You must cast it as soon as you receive priority after the moment you draw that card. If you draw multiple cards at the same time, if the miracle was the first one to be drawn, then as soon as the multiple drawing effect finishes resolving you receive priority and then you cast your spell for its miracle cost. So if the effect had you draw multiple cards, then the miracle is cast only after the entire draw is over, so all the drawn cards are in your hand at the time you cast the miracle.

Then how is your opponent supposed to know that the Miracle card was the first card you drew, not the second, third, etc. in the draw?

Because the moment you draw the card, and before it is placed into your hand with the other cards that are there (ignore the fact that draw implies it has reached your hand) you reveal it if you intend to cast it for its miracle cost and as part of the resolution of the triggered ability. If it is put into your hand without being revealed, you do not get to cast it via the miracle ability.
702.92a Miracle is a static ability linked to a triggered ability (see rule 603.10). Miracle [cost] means You may reveal this card from your hand as you draw it if its the first card youve drawn this turn. When you reveal this card this way, you may cast it by paying [cost] rather than its mana cost.

If you draw multiple, you should draw one, reveal if miracle, then draw the next, then the next, and so on. Not grab 4 at once and then check.

Right. Don't just grab a chunk of cards from your library and throw it into your hand. You should draw one, check if it's a Miracle, then if not, draw the rest.
It's just good practice to draw cards one at a time. That way, you can't accidentally take more than you should.

Not only is it good practice to draw 1 cad a a time, it's the rules:
"120.2. Cards may only be drawn one at a time. If a player is instructed to draw multiple cards, that player performs that many individual card draws."

You don't need to follow timing restrictions when you draw a Miracle.
When in doubt, just read the reminder text.
You may cast this card for its miracle cost when you draw it...
That pretty much says you don't need to wait if it's a Sorcery.
