Is devour a stack effect?

I was wondering if I was able to use a creature with devour like Voracious Dragon , can I use Goblin Sharpshooter between each sac creature?

No, because Devour is one effect, so you could activate the Sharpshooter's ability prior to the resolution of Voracious Dragon , and once more after.

This is what happens:

Voracious Dragon enters the battlefield. Devour is a replacement ability that modifies how Voracious Dragon enters the battlefield (denoted by the "as" in its rules text). You make the sacrifices as Voracious Dragon enters the battlefield; the ability does not use the stack.

Each creature sacrificed will presumably be put into its owner's graveyard. Goblin Sharpshooter 's untap ability will trigger for each of those creatures. These abilities will be put onto the stack, and you can respond to each by tapping or retapping Goblin Sharpshooter .

You can use the ability once for each creature that dies. Goblin Sharpshooter 's untap ability will trigger once for each creature that dies. You can respond to the resolution of each triggered ability by tapping the sharpshooter to do 1 damage.
