No, evoke is an alternate cost you can pay to cast the creature. Unless the creature specifies it can be cast at instant speed (ie Muck Drubb ) it must be cast on an empty stack, when you have priority.

If the creature has an ability like bloodrush, then you can use the ability at instant speed from your hand. Same with splice.

Evoke is simply a static ability that says "you can do it this way instead of that way". The easiest way to think of Evoke is simply to not overthink it: It does exactly as it says on the tin, so to speak. You can pay the evoke cost instead of the normal cost to cast the creature, and if you do you sacrifice it after it enters the battlefield. In all other respects it's just like casting the creature normally.

DNSolver, that's misleading on both counts. Bloodrush isn't casting the creature, it's using an activated ability on it, and the creature never exists as a creature; you're just discarding the card to give an attacking creature a buff. It doesn't really have any connection to Evoke other than as an example of something that can be done from your hand.

Splice isn't an activated ability at all. It's a static ability that lets you do things as you cast a spell, modifying how that spell resolves. You don't activate it at instant speed; you don't activate it at all.
