Looking to Improve my main EDH Deck (BW Life Steal Taxes)

Here is the deck Pay-to-Play. It is a life steal oriented bw taxes deck. I put some specifics about the issues I have in the deck description. But in a nutshell, I think the deck has a lot of wasted space, and I struggle with my mana costs. Any advice would be appreciated!

I don’t want this deck to have any instant kill combos (like exquisite blood + sanguine bond). My group has some seriously strong decks but very few of them are truly broken.

29 lands too low. You should up it to about 35 at the low end. Think of other formats like standard where in a 60 card deck they run around 24 (yes a mono colored agro deck get down to 18 but that isn't this). That's around 40% of the deck is lands. You want to hit your land drops each turn even if it means the need to cut some high impact cards. Maybe add a few more mana rocks too.
