Actually carslover98, it only needs one creature for the combo to go off. If you have Cephalid Illusionist and Shuko on the battlefield, you can pay 0 for Shuko's ability, which is an activated ability. This will put its ability on the stack, resolve it, and then it will attach Shuko to the Illusionist. Then, because it is an activated ability, you may put its ability on the stack an infinite amount of times, but the equipment never unattaches or attaches again. Basically, you are just targeting it with the ability, but it doesn't do anything to the board state. Thank you anyway for the upvote.

Thank you for commenting Jhereg2467! I guess you could say this is kind of like "Oops all Spells". They do use the same winconditon, but the way they mill their deck is different. I would say that this deck is faster, but it could be argued that either deck is fast due to "Oops" decks using mana accelerators to combo faster. I do think though that this deck is more consistent because it doesn't need to rely on theses mana accelerators, as it uses land for a stable mana base. Also, counterspells can easily be added to this deck for disruption due to the fact that it is mono-blue. But they are very similar, so you are right. Thank you again for commenting and upvoteing.
