No, you cannot. Psychic Transfer checks for its condition on resolution. If you put yourself to one life before it resolves, then the following will happen:
Psychic Transfer begins resolving, and checks if the difference between life totals is 5 or less. Since it is not, the spell does nothing and finishes resolving.
Psychic Transfer notably does not have a target restriction, so you could have 40 life and target an opponent with 30 life, and then go down to 25 with Wall of Blood before it resolves and still exchange life totals.

Basically I want to know if I can cast Psychic Transfer while meeting the criteria for it Ex: I have 25 Life and an opponent has 30, and after casting it modify my life total with something like Wall of Blood, paying 24 life to effectively put my opponent at 1 life and myself at 30.
