hate to be both a thread necromancer and a party pooper but unfortunately library of leng doesn't work like this. I know from experience as I run it it a couple U/R and B/R decks which care about discarding. according to the rulings: "10/4/2004 You can’t use the Library of Leng ability to place a discarded card on top of your library when you discard a card as a cost, because costs aren’t effects."
basically anything to the left of a ":" in an activated ability does not count, as that is always a cost. library only cares about stuff to the right of ":" or after the part of text which says "as an additional cost", this is what counts as an effect.
if you're interested in library shenanigans, you can probably still find a chain which can let you refill your libary like this, as it's a sweet concept. maybe something involving Cursed Monstrosity or some other obscure old card. dunno. but anyway you can probably just cut the card as it seems unnecessary to your combo.
