When you encounter Chaotic AEther, each blank roll of the planar die is a chaos roll until a player planeswalks away from a plane. (Then planeswalk away from this phenomenon.)

TypicalTimmy, officially, Planeschase is 60 card constructed, and each player has a "Planar Deck". In the Planar Deck, there are Planes (Academy at Tolaria West/Selesnya Loft Gardens) and Phenomenons (Chaotic AEther/Mutual Epiphany). To my knowledge, there is no limit to how big a Planar Deck can be. During your turn, you can roll the Planar Die, a D6 with one face representing Planeswalk, another representing Chaos, and all the rest being blank. When you roll Planeswalk, you put the active Plane (if there is one), and put it on the bottom if its Planar Deck, then you reveal the top card of your Planar Deck, and that becomes the active Plane. You can re-roll the Planar Die at any point on your turn by paying an additional each time. Each Plane has an effect on the game, and a Chaos ability. If you roll Chaos, the Chaos ability triggers. Phenomenons are like sorceries. They get revealed, they do a thing, then you Planeswalk to the next Plane in your Planar Deck.
The one time I played it in-person, we used a Planar Deck someone at the LGS had (treating it like it was everyone's Planar Deck) and we played commander. Planeschase is just adding in a Planar Deck for Casual fun.
If you want to try Planeschase, I do have a few Planar Decks made on tappedout (although the image quality is not the best), or you can make your own. I believe there is a Wiki article somewhere (I can't remember off the top of my head) that you could use. My planar decks (so far) are Custom Planar Deck and Random Planar Deck.
