Ok, heres how this works. You create a card to the specifications of the person above you, then list your own card idea for the next person. I'll start.
Variety XX
Sorcery
If X is 2 or lower, draw X cards. If X is 3, put X +1/+1 counters on X target creatures. If X is 4, return X target creatures from your graveyard to the battlefield. If X is 5 or more, Variety deals x damage to target creature or player. If X is 10 or more, you win the game.
Create a life gaining multicolored Turtle with power twice it's toughness or vice versa.

Whenever a player casts a spell, copy it. Its controller may choose new targets for the copy and they lose life equal to its mana value.
Whenever Chaos Ensues target opponents loses half their life, rounded down. You gain life equal to the life lost this way.

So is Thunder Junction the name of the plane itself, or a location within the plane?
Like how "New Capenna" wasn't technically the name of the plane, but since that city is all that's left the plane was renamed as New Capenna.
Conversely, Amonkhet is still Amonkhet, despite there being only the one city left standing, which is Naktamun.
So, is Thunder Junction the name of the plane itself? Or something within it?
Sorry, no card from me. I'm going to bed. Just had a pestering thought I had to ask, as it's on topic.

Whenever chaos ensues, each player sacrifices a creature, then creates a 2/2 colorless Construct artifact creature token with defender.
Same challenge. Bonus points if it's for Bloomburrow, Duskmourn, or Matzoth (if you were in on that).

All creatures are artifact clues in addition to their other types and have ", Sacrifice this artifact: Draw a card".
Whenever a player sacrifices a clue, put a hunger counter on the Living Library. When you planeswalk away from the Living Library each player loses life equal to the number of hunger counters on the living library.
Whenever Chaos ensues, draw two cards and double the number of hunger counters on the living library.

Rolling Inferno
Enchantment
Rolling Inferno enters the battlefield with a blaze counter on it.
At the beginning of your upkeep, put a blaze counter on Rolling Inferno. It then deals damage to each target equal to the number of blaze counters on it. When there are no more targets, exile Rolling Inferno.
Chandra fell to her knees, gripping Nissa's corpse in her arms. A wave of emotion, mixed between agony and rage, washed over her soul. And at the same time, an inferno the likes of which not even Hell had seen before, rolled across the entire plane and beyond.

"Ēostre's hare celebrates new life with the rest of the creatures of the forest. It had no idea that humans celebrated in the same way"
For the Hare, I'm not sure if "Target opponent gains control of an egg you control" is technically legally a cost. (someone who knows the rules in depth can tell me) but the general idea is that you create a bunch of eggs. and give them as gifts to people and you get loads and loads and loads of mana.

Seems like a more fair version of Storm.
Make a Birthing Pod or Yisan, the Wanderer Bard card that lets you skip cmc's
For example, if you sac a 3 cmc creature or have 3 verse counters, this card should be able to get a 5 or 6 cmc creature. Doesn't have to be that kind of jump in cmc specifically, but make it make sense for the card.

Ode to The Monster

Ode to the Monster enters the battlefield with a verse counter on it.
At the beginning of your upkeep, if you control a creature with the highest or tied for the highest mana value, put a verse counter on Ode to the Monster. You may then search your library for, or reveal from your hand, a creature spell with mana value equal to or less than the number of verse counters on this permanent and put it onto the battlefield. Shuffle your library if it was searched.
Oh you guys and gals just KNOW I'd be slotting that in so many builds!
Okay, take your favorite color identity and your favorite card type and make something.
So for example, for me that would be most likely a Temur Planeswalker. :)

When Garfunkel enters the battlefield you may exile up to X creature cards from your hand and from among all graveyards and put emporium counters on them.
+2 Create a 2/2 creature token. Choose up to two colors and up to two creature types. It gains those as part of its identity.
-X You may cast a creature spell from among the exiled cards with emporium counters on them without paying its casting costs.
-12 You get an emblem with "Whenever you would create a token, create twice as many of them instead." Then, for each creature card in exile with emporium counters on them, create a copy token of it.
{Garfunkel, Monster Emporium can be your commander.}

The brilliance of using counters on exiled cards is that should Garfunkel ever be removed from the battlefield, having him return at a later point will allow him to still see those initial cards in exile, meaning you never devalue him during play.

Lore:
Garfunkel was a studious mage of Ikoria, seeking to catalog and understand their worlds monsters to better be suited to protect their homes and cities. His spark didn't actually ignite. Instead, Kasmina noticed his efforts and offered him stay and refuge at Strixhaven where he could learn better. He turned down a Dean position, wanting to protect his world from their horrors. So Kasmina allowed his wishes and, through weeks of torturous trials and stressors, ignited his spark through sheer mental and emotional torture. He traveled to all corners of the cosmos such as Eldraine, Zendikar, Tarkir, Kaldheim and Innistrad to learn about biodiversity and the genesis of monsters before returning to Ikoria to protect his people.
