Legendary Creature - Dwarf Artificer
Whenever you cast an artifact spell, put an etherium counter on target permanent, then if you control six or more artifacts, draw a card. (Permanents with etherium counters are artifacts.)

Etherium, the metal everyone uses on Esper, is infused with the same aether that's used as a power source on Kaladesh.

Hey, good job for your first Commander deck. Nice Tezzeret the Seeker :)
When on a budget for the manabase it's better to rely on basic lands and dual lands that have interaction with basic lands. These can replace dual lands that will always ETB (enter the battlefield) tapped such as Azorius Guildgate and Dismal Backwater . The Guildgates and Life lands are not better than a basic land.
Lands within the budget to consider adding:
- Caves of Koilos
- Spire of Industry
- Arcane Sanctum
- Ash Barrens
- Sunken Hollow
- Prairie Stream
- Port Town
- Choked Estuary
- Buried Ruin
Land to consider cutting:
- Azorius Guildgate
- Dimir Guildgate
- Dismal Backwater
- Scoured Barrens
- Tranquil Cove
- Jwar Isle Refuge
- Vivid Creek
- Dimir Aqueduct
- Temple of Deceit
- Temple of Silence
I see too many creatures that don't interact with Alela. Nonartifact/enchantment creatures don't have much interaction with Alela. My advice is cut a lot of these creatures for more artifacts, artifact creatures and enchantments. You have Tezzeret that's a good reason to expand on artifacts.
Lots of mana rocks are good with Alela because they can be used to make ramp to play her faster and then after she's on the battlefield they can create Faeries. I see you have the Signets already which is great, but consider more budget mana rocks?
Three drop mana rocks such as Coalition Relic which you have are fine, but if you can replace a three drop mana rock such as Obelisk of Esper , Mana Geode with a one or two drop mana rock then this will help your deck.
Consider cutting the creature base down to only a few? Keep: Strix, Architect, Shimmer Myr, Simulacrum, Assembly, Master, Seer, Rider, Titan? Can then replace the other creatures with more artifacts/enchantments to make more interaction with Alela.
Cards within the budget to consider adding:

Etherium Sculptor and Foundry Inspector are good as low mana cost artifacts that reduce the mana cost of all other artifacts you cast. CMC artifacts are free for you to cast with one of these on the battlefield which can help to chain cast artifacts and make a lot of Faeries. Casting two drop mana rocks for is also good. Sai, Master Thopterist and Mirrodin Besieged are three drops that any artifact you cast after creates an artifact creature token.
If you're wanting to attack with a large Faerie/Thopter army then Bident of Thassa and Cranial Plating are cards that you want. Bident can be busted repeatable draw with attacking flying creatures. Cranial is good to equip to Alela since she has flying and the damage she does to a player is Commander damage. Throne of the God-Pharaoh is a deceptively powerful two drop artifact with Faeries. The life loss this can do will add up fast since it's repeatable at your end step making all your opponents lose life not just one.

Smothering Tithe - A great 'pay to play' card, and you'll ramp like crazy if they don't.

Rhystic Study - If they don't pay, you draw... they'll pay.

Propaganda - Makes attacking you that much harder. Is a blue Ghostly Prison .
Thievery:

Thief of Sanity - Thievery + some mill, all in a nice evasion package.

Mnemonic Betrayal - This is just too good, cherry pick all your opponent's best spells they've played.

Desertion - Counter the threat, get the threat.

Paradox Haze - Double up on your commander's ability.
Control:

Emergency Powers - Great for resetting what is in someone's hand or your own. Addendum is gravy on top if you have nothing else to play during your main.

Supreme Verdict - Just a great wrath spell.

Render Silent - This card is just mean... Counterspell + Silence .

Rewind - Counter and keep the mana open.

Unwind - Sure it only works for noncreature spells, but there will be plenty of those around.

Mana Fixing:

Celestial Dawn - Makes casting opponent's spells with your commander just too easy.

Cascading Cataracts - Indestructible color fixing.

Revel in Riches - Mana fixing + a win-con if you get lucky.

Sun Titan - This guy is a beast, sometimes he'll only do a small bit, other times he's your golden boy. Cool little combo: Use Mirage Mirror to copy a sacrifice artifact like Mindslaver , use the sacrifice of the copied card, then bring Mirage Mirror back with the titan.

Paradox Engine - Use artifacts to pay for spells, then untap them to pay for more.

Darksteel Forge - With all your artifacts you're running, this lets you play your wraths without any fear.
Cards to consider ousting:

Blood Baron of Vizkopa - It's good, but won't be active all that much as a 10/10.

Deadeye Plunderers - Lackluster.

Merieke Ri Berit - Without a way to abuse untapping her she can under perform.

Nightveil Predator - Doesn't do as much for you as it could.

Odric, Lunarch Marshal - You're not strictly a combat deck.

Spell Queller - I like this card, but in commander it's just too fragile.

Traxos, Scourge of Kroog - He's not horrid.

Walking Ballista - Just not got for this deck.

Wrexial, the Risen Deep - Too slow, by this point you should be focusing on control with your commander.

Displacement Wave - You're putting in better.

Mind's Desire - You're just not build for this card.

Illusory Gains - Really depends on your play group.

This is the link to my old deck, I built it for my ex so it's on her page. This was about three years ago so there are cards I would definitely tune differently now.
Here might be some cards I would consider cutting:
- Elspeth, Sun's Champion - I understand why you would run her, but 6 cmc is quite costly and doesn't really synergize with the deck
- The Scarab God - Good but not great, maybe Havengul Lich if you really want to play with your opponent's grave
- Obelisk of Esper - Better rocks for 3 cmc slot
- Cultivator's Caravan - Same as above
- Glimmer of Genius - Better options
- Rite of Replication - Fun but it is a bit slow
If ya like I can re-tune my Sen to match up my current standard as that deck list is pretty old and my playstyle definitely evolved from back than.

Hey, you asked for my help. This is a well built budget Commander deck. Only $137 for a complete playable Commander deck is nice, good job.
Chromatic Lantern is down more than 60% in price (less than $5 now) since it's been revealed to be reprinted in Guilds of Ravnica. Lantern is now a budget Commander card, as it should be :) The prices haven't updated yet for this site, but if you add (GRN) to the end of Lantern in the text editor it will show up as the GRN version with the updated low price.
Your decklist is already really well done/streamlined, it's going to be difficult to make cuts without adding some additional price... Here's a list of cards to consider adding/cutting:

Ayli, Eternal Pilgrim: good versatile abilities on this two drop when you have a lot of life. She could replace Treasury Thrull or Teysa, Envoy of Ghosts?

Exsanguinate: does X damage to each player and you gain just as much life. This single spell can kill everyone at the table. It could replace Death Grasp because Grasp only does X damage to one player.

Fellwar Stone: budget two drop mana rock that's good in multiplayer Commander. It could replace Obelisk of Esper?

Exotic Orchard: good land for multiplayer Commander.

Shambling Vent: can become a 2/3 creature land with lifelink. It could replace either Orzhov Guildgate or Scoured Barrens?

Tainted Field: can ETB untapped and if you control a Swamp it can be tapped to make black or white mana. If you don't have a Swamp you can still tap it to make colorless mana. It could replace either Orzhov Guildgate or Scoured Barrens?

Grand Coliseum: ETB tapped, but afterwards can make any color of mana for the cost of 1 life or make colorless. It could replace Azorius Guildgate?

Prairie Stream: can ETB untapped if you control two basic lands. It could replace Meandering River?

Sunken Hollow: it could replace Submerged Boneyard?

Diabolic Intent: thanks to Battlebond this once $20 tutor is now only $5. It could replace Ghostly Prison?
If these lands upgrades are too much then I think you're better off playing more basic lands then the three Guildgates, Barrens, River and Boneyard. More basic lands at least work better with the Bounce lands (Azorius Chancery, etc.).

About your ramp: Farseek, Rampant Growth and Fellwar Stone are better than Obelisk of Bant and Obelisk of Esper, because they enable a turn 3 Atraxa if you drop them at turn 2. I would recommend cutting these cards to put the lands I suggested before: Festercreep, Bitter Ordeal, Retribution of the Ancients, Grim Affliction, Pistus Strike. You may consider Swords to Plowshares, Utter End. You can also check my Atraxa decklist. I organize it by role (draw, ramp, removal, win condition, etc) so I can figure out what I have and what I need. Have fun!

why not change Obelisk of Esper for Dimir Signet or Commander's Sphere? and what are your thoughts on Etherium Sculptor and Metallic Rebuke?
