So I'm not absolutely sure what you were looking for, or what your budget is, so I just grabbed as many decently affordable cards that I could find and brought them for you to check out. I mostly picked out things that might help you close the game with life loss or give you value from in looping. MotelWifi the big problem with your revised list is that your mana curve is still waay too high - decks often can’t justify more than 3-4 cards costing 4-or-more mana, and you’ve got 15. Your revised list also still has almost no 1-mana cards, which means you’ll often be starting a full turn behind your opponent.
And finally, 63 cards might not seem like much over 60, but every card over that 60 number is weakening the deck & making it less consistent.
A good tip for new players for deckbuilding is to pick 9 cards and run 4-of each of those (for 36 cards) alongside 24 lands. The mana costs of those 9 cards should look something like 1,1,1,2,2,2,3,3,4.
For an example deck and/or inspiration, if I were building a White-Black vampire deck, and trying to keep to your budget, it’d look something like this:
- 4x Vampire Cutthroat
- 4x Fatal Push
- 4x Inquisition of Kozilek
- 4x Legion Lieutenant
- 4x Cordial Vampire
- 4x Infernal Grasp
- 4x Gatekeeper of Malakir
- 3x Vanishing Verse
- 4x Nighthawk Scavenger
- 3x Vindicate
- 4x Caves of Koilos
- 2x Isolated Chapel
- 10x Swamp
- 6x Plains
Now, this list is by no means perfect, and could still do with more thought, but it covers some important points:
- the mana curve is efficient/low
- most cards are run as playsets (4-ofs) to keep the deck consistent
- the deck is just 60 cards
- there’s a good selection of turn-1 plays
- the cards work well with one-another
- the lands enter untapped, so you don’t lose tempo
- the deck has ways to both pressure the opponent while also disrupting them

These are some other cards to consider for the deck and theme. I would suggest using a 24/36 ratio (24 lands to 36 non lands). This gives you the best probability to draw a land every third or fourth turn, which will let you work your way up the mana curve. You should also strive for a nice bell curve on the mana graph if possible. A couple of 1 drops, a few 2 drops, a handful of 3's, a handful of 4's and then back down to a couple of 5 or 6's. Anything more costly than that can be hard to play or not quick enough for some games. And a couple of "responses" is good, ie "destroy target creature" or "exile target enchantment" Probably don't need more than 4-6 in a 60 card deck. I would pick 3-4 really important creatures, like Vito and indulging patrician and bloodthirsty aerialist, for the deck's theme and include 4 copies of them (except legendary creatures since you are only allowed to have one of them on the board at a time and you don't always want to draw a second one to just hold in your hand forever, so maybe drop it to 3(?) or keep at 4 if you think it's important enough). Then pick some "support" cards that help the theme along. In this case stuff like your card draw vampire would be a good choice. A couple of card draw type cards is great. For really expensive costing cards, 6+ mana, they should be your finishers. Once they hit the board you should be on your way to victory, so hopefully just 1 or 2 copies is enough. For a life gain theme, your defiant bloodlord or sanguine bond, is perfect. For a +1/+1 counter theme, you may want to look at splashing red for those vampires instead of white. I would focus on one or the other to streamline the deck to help you narrow down your choices for cards. I've mostly included the vampires with life gain/drain mechanics, but I can look into the +1/+1 counters vampires if you want as well. I like the vampire themes! A powerful tribe in magic!

This deck looks really cool! I really love how incredibly affordable your deck is. For a few more dollars you can add amazing improvements that will significantly improve your deck's power. There's two cards, however, that are a must:
First, Sunforger will cast ANY instant you run, allowing answers straight from your deck AND enables Vial Smasher the Fierce if used outside your turn. Path of Mettle Flip is a decent repellant, but only if you flip it. More likely it will be an inconsistent killer or chip damage, which will only antagonize your foes, and worse it doesn't synergize with either Partner. Sunforger also makes Akiri and Jor kadeen happy, and its versatility will serve you more accurately.
Second, Mistveil Plains (searchable by Oreskos Explorer btw) pairs spectacularly with Sunforger, allowing you to recycle spent instants. Spectacular.
I recommend these replacements, which give big improvements:
- Mercadian Bazaar and Subterranean Hangar perform better than Dwarven Hold and Bottomless Vault, and are cheaper to boot!
- Terramorphic Expanse for 1 plains: better mana fixing means less mulligans. You only have 1 card that casts for W (Skullclamp), which makes Terra Expanse's versatility a superior pick.
- Clifftop Retreat for Battlefield Forge: you have nothing that requires glass.
- Isolated Chapel instead of Caves of Koilos: same as above.
- Molten Slagheap instead of Icatian Store: you still have enough plains.
- Conspiracy Theorist repaces Underworld Rage-Hound: Theorist give its 2nd option to most discard you make, can be buffed by Olivia, is cheaper to enable & is more durable than the Hound.
- Demonic Collusion or Increasing Ambition instead of Diabolic Tutor: the first synergizes with your discard theme & the second one gives more searches in a more flexible mana cost.
- Phyrexian Arena instead of Dark Tutelage. Unless your pod runs only wheel decks, Arena is far superior.
- Greasefang, Okiba Boss replaces Pyre Zombie (not enough synergy, too expensive*).
*First of all, Sun Titan and Teshar, Ancestor's Apostle will almost always better targets to reanimate. Second, compare Pyre Zombie to Torment of Hailfire: For 7BB (the cost of return/cast/sac), you'd get 7 instances of "Each opponent loses 3 life unless that player sacrifices a nonland permanent or discards a card". While Hailfire is a prohibitively expensive card, it still highlights how inefficient Pyre Zombie is without your reanimators. Considering the # of vehicles you run, Greasefang is much better.

WOTC is rather capricious as to what land cycles they finish and when.
Typically, they finish land cycles in adjacent set releases, such as the checklands in Dominaria and Ixalan (see Isolated Chapel and Glacial Fortress. But they have also quixotically completed the showland cycle with Strixhaven in 2021 (see Furycalm Snarl), despite it first being introduced on a separate plane in 2016's Shadow's Over Innistrad (see Fortified Village). They do this a lot, starting with the allies then bargaining it over to the enemies:
1995 brought Underground River then 2001 had Shivan Reef, 2010 brought Darkslick Shores then 2016 had Spirebluff Canal. These are rather large gaps, ranging from months to years.
There are plenty of land cycles that haven't been finished or haven't even begun. The five ally-colored lands from Future Sight has partially been officiated, consisting of Horizon Canopy, Grove of the Burnwillows, Graven Cairns, Nimbus Maze, and River of Tears. All of these are rather unique; two have been finished. Kind of. Modern Horizons parlously gave Horizon Canopy an enemy family. The Graven Cairns cycle was completed in Eventide and Shadowmoor. The rest are lonesome.
There's still Amonkhet's cycling cycle to finish up, so who knows when the buddy lands will be tended to.

Don't play Karoo, Sunlit Marsh, Goldmire Bridge and The Fair Basilica.
Instead play Shambling Vent, Isolated Chapel, Caves of Koilos, Silverquill Campus, Shineshadow Snarl, Orzhov Basilica, Brightclimb Pathway Flip, Fetid Heath.
Shaile, Dean of Radiance Flip has no real synergy with your deck. Replace it with Bygone Bishop, which is a good Cleric
This type of decks is usually called "Aristocrats". If you really want to be a sacrifice deck, you should add additional cards that trigger whenever a creature dies, such as Sanguinary Priest, Rotlung Reanimator, Blood Artist or Cruel Celebrant.
