There are several Sliver I think your amiss in dismissing:

Bonescythe Sliver, for cheap double strike.
Brood Sliver, for massive Sliver production.
Harmonic Sliver, for artifact/enchantment removal.
Heart Sliver, for cheap haste.
Magma Sliver, for massive gains.
Manaweft Sliver, as a backup Gemhide Sliver.
Necrotic Sliver, to turn every Sliver into a Vindicate.
Shifting Sliver, to make your team unblockable.
Sinew Sliver, as another Muscle Sliver.
Virulent Sliver, to only have to deal ten, not 40.
Winged Sliver, for more flying.

Other Slivers you might consider: Basal Sliver, Cautery Sliver, Darkheart Sliver, Essence Sliver, Groundshaker Sliver, Horned Sliver, Spined Sliver, Spitting Sliver, Lymph Sliver, Megantic Sliver, Opaline Sliver, Psionic Sliver, Pulmonic Sliver, Screeching Sliver, Sedge Sliver, Sliver Legion, Sliver Queen, Sliver Overlord, Synapse Sliver, Synchronous Sliver, and Syphon Sliver.

Suggestions:

Sorry for the triple post, but I just realized Chromatic Lantern is super expensive. Perhaps you could use Prismatic Geoscope or Pulse of Llanowar instead?

I suggest choosing a theme for your deck. Right now it seems to be pulling in too many directions.
Want to cast and swing with Progenitus? Include cards that grant haste like Temur Ascendancy.
Want to play fun multicolored shenanigans? Include whatever value you like.
Want to use overcosted enchantment cycles? Include the Shrines.
Focusing will allow you to better determine what your deck wants. Regardless, I recommend playing heavy green to maximize your ability to mana ramp.

Your deck seems somewhat unfocused, trying to do too much at once with scattered card choices. It might worthwhile to move towards less single copies of good cards and more towards four copies of your best cards. For example,

4x Drogskol Captain, as he is a key piece in this deck functioning well.
4x Lingering Souls, as the most efficient way to pump out Spirit tokens.
4x Midnight Haunting, as another way to pump out Spirits.
4x Spectral Procession, as a third way to pump out spirits.

Instead of Phantom General, perhaps consider Intangible Virtue as another four-of to boost your token Spirits.

When your deck is composed of one-ofs, it's often difficult to draw to cards you need to win the game. Having four copies of a card better ensures the chance of drawing a copy during you games.

The easiest way to deck build when starting out is to choose nine cards to run four copies of and then play twenty-four land to ensure you can cast your expensive spells.

But what do I know? If your deck works for you, then do what you want.

It doesn't look like you have enough artifact cards for Steel Overseer. How has that card been working for you in this largely nonartifact deck?

Might it be worthwhile to use Hardened Scales to better take advantage of your +1/+1 counter synergies?

Otherwise, deck looks fine in a casual setting.

If you are building Werewolf tribal, would it not be worthwhile to move up to the full four for each of your Anthems mainboard, i.e., Full Moon's Rise, Howlpack Resurgence, and Kruin Outlaw  Flip for the menace effect, probably removing one-ofs and two-ofs like Gruul Charm, Tower Defense, Briarpack Alpha, Mage Slayer, and Clan Defiance?

Other tribal options include Adaptive Automaton and Metallic Mimic for another lord effect.

But if you feel the deck works for you, than that's cool too.

Perhaps instead your deck could use Cleansing Meditation? It work as mass removal for your opponent's enchantments as well as retriggering Constellation and other ETBs for your enchantments.

You know you can't actually play Crime/Punishment in a White-Black EDH deck, right?

As per the comprehensive rules, "903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that cards mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204)." as well as "708.4b The mana cost of a split card is the combined mana costs of its two halves."
