Vessel of Paramnesia

So, most cards I've seen say "that player then" or something of that nature when it comes to how they work. So, from my understanding I draw a card with Vessel of Paramnesia and the target mills three. However, that doesn't make much sense. I've seen people interpret it both ways and I've also checked Gatherer for clarification and have found none.
I am probably looking way too much into this. Regardless, I want to be sure. Thanks!

Cards do what they say, nothing more nothing less.
If it says "draw a card" without specifying a target player, it automatically refers to the controller of the spell or ability.
In this case, the target player will mill 3, and you, the controller of the ability, will draw the card.

The "Draw a card." refers to the effect's controller. Generally a line that gives a direction without specifying someone besides the controller, means the controller does it. If the target player drew a card, it would say so, in a way that would make it clearly the case. Basically, this particular effect "cantrips".
