Is Threads of Disloyalty able to target Endless One because converted mana costs with X are 0?

Endless One has a converted mana cost of 0 in every zone (including the battlefield) except the stack. You can definitely gain control of it with Threads of Disloyalty, regardless of how much the Endless One was cast for.
