If my Phantasmal Dragon gets targeted by a spell and I counter the spell, do I still have to sacrifice it?

Yes you do. This creature's triggered ability doesn't care if the spell or ability that targeted it is countered or not. The moment it's declared as a target, its ability triggers and you will have to sac it.
