Leyline of Sanctity -vs- The Rack

Your opponent has something that gives them hexproof or shroud. The Rack says to "choose an opponent" not to target one. The Rack can still choose someone with hexproof or shroud, right? I'm not seeing the magic word target, so i think it can.

You can choose a player who has shroud or hexproof just fine, for the reason you described.
