Inaction Injunction

Inaction Injunction says detain a creature, but in a separate paragraph, also says draw a card. Do you still get to draw the card even if you don't have a target to detain? Or is the card drawing dependent upon the spell actually being used to detain something?

You cannot cast the card without a creature to target. If there is no creature to target when you attempt to cast, it is an illegal cast and the card is returned to your hand. Additionally, if an opponent removes the creature you're targeting after casting and targets have been declared, the spell will no longer be legal and will be countered. Neither of these outcomes will allow you to draw a card. Either the entire spell resolves, or none of it resolves.

specifically, the only time you get part of a spell resolving is when the spell has multiple targets, and one/some but not all of the targets are illegal by the time the spell resolves. It will still try to do as much as it still can, but if -all- instances of the word 'target' now point to illegal objects, the whole thing is countered by the game and you get no effects of the spell.
