If I have two Ruby Medallion on the field. does it both lower the red cards with one generic mana or does is stack up so that the cards cost 2 less?

I think that each card cost 1 less all the time.

The effect is cumulative (os if you have 2, red spells are reduced by 2).

You can always check on Gatherer if you're uncertain about some specific ruling related to one card. They have a lot of rules covered on the page of a card.
