How exactly do empty piles work with Whims of the Fates?

If I cast Whims of the Fates and my opponent creates two empty piles and one remaining full pile (as allowed on the card), would the empty pile(s) be counted for randomly determining which pile to sacrifice? Would it still be one in three as normal, or would it automatically choose the full pile?

The empty piles do count as piles, the card has reminder text at the end that says that this is possible. Since they count towards the total of 3 piles, your opponent basically has a 1/3 chance to sacrifice everything they had, but a 2/3 chance to not sacrifice anything.
