Does Chimeric Mass have haste and vigilance?

Chimeric Mass enters the field as an artifact. If I pay the required and transform it into a Construct artifact creature on the turn it was cast, can it attack and tap immediately? How do man-lands and man-tifacts work? Can they be transformed at any point into a creature with, effectively, haste?

Also, when it transforms back into an artifact at the end of a turn where it attacked and thus became tapped, does it stay tapped as an artifact? (Pretty sure it does, just checking that there isn't some sort of rule I can exploit).

(Interesting combo: Myr Galvanizer + Myr Galvanizer + Palladium Myr + Chimeric Mass - use infinite mana to make a 9999.../9999... creature :D )

Cards do only what they say. Chimeric Mass does not mention anywhere that it gains haste or vigilance, so it has neither of those abilities.

A creature has summoning sickness if you have not controlled that permanent continuously since the beginning of your most recent turn. If Chimeric Mass comes under your control, you may animate it, but it will then be affected by summoning sickness because you have not controlled it continuously since the beginning of your most recent turn. It won't be able to attack. If it gains activated abilities with the tap or untap symbol, it won't be able to use those abilities.

Tapped and untapped are statuses. A permanent doesn't become untapped unless an effect or rule causes it to become untapped.
