does Arrest affect Advocate of the Beast ability?

If an Arrest is put on my Advocate of the Beast am i still able to put counters on beast creatures i control because it's a triggered ability or does it still lock it down?

You can still put counters on Beasts for the reasons you stated. Advocate of the Beast has a triggered ability, and Arrest stops activated abilities.

AgileFlame Activated abilities are always shown as having a cost:effect. A cost, followed by an effect, separated by a colon.

Triggered abilities always begin w/ "when, whenever, or at." Ie: "at the beginning of your turn..." "whenever a creature...." etc, etc
