Can I target my Vexing Devil with Make Your Mark in response to my opponents decision?

I would like to know if make your mark can be used to gain additional value out of vexing devil if my opponent chooses to have the devil sacrificed

No. The decision and the sacrifice both happen during the resolution of Vexing Devil's ETB trigger. You can cast Make Your Mark, but you have to do it before the ability resolves and the opponent makes their choice.
