Can Edifice of Authority stop newly crewed vehicles from attacking?

I know you can't respond to a crew by activating Edifice of Authority's first ability (it would fizzle), but is their actually any way to stop a vehicle crewed during combat from attacking with Edifice of Authority?

Yes there is. Firstly, however, its not that the ability wouldnt fizzle, that means the target became illegal after being targeted but before resolution. The Un-crewed vehicle is simply not a legal target.
Now on to the question! The very latest point the active player may crew the vehicle and still be able to declare it as an attacker is during the beginning of combat step. Once done, in order to move to the declare attacker step, the active player must pass priority to each other player. At this time you can activate your artifact to make the newly crewed vehicle unable to attack.
