How does Top Rank work?

Is the Top Rank computed at some periodic interval or is it an average taken over some time period? Looking at the top deck on the "Tops" Tab, their Top Rank is usually lower than their position in the list.
A few of my own have made it to #1 in Tops but their "Top Rank" claims #3. Just curious how this stat works. Thanks!

So that's why my deck just randomly disappeared off the top list. Was wondering about that.
