Why is Rivals of Ixalan Illegal in Standard?

It's past the releases of Rivals of Ixalan, why are all the cards from Rivals of Ixalan Illegal in Standard? Also, the starter decks that also are from Rivals of Ixalan should also be standard legal as well. It's funny that Rivals is "illegal" but not the starter decks which would be a more reasonable mistake, but still a mistake nonetheless. Can anyone fix this?
It usually takes some time before the new cards are added to the "legal" card list on this site--it happens with every new set. I am sure it will be fixed in due time.

from what I've heard the sites run by volunteers so that is a factor people do get busy.

They are also illegal in modern according to the site.

Yes. It makes it very hard to evaluate a deck when all the cards from the Planeswalker sets seem to be illegal.
