And if so, what kind of budget? $30-$40 would probably be best

I'd say Max $50, but always strive to make it as 'cheap but effective' as possible. I tried something similar myself once. Entered a modern Fnm with a jank golgari discard/deathtouch build and took it to 2nd... might of been lucky though because it only happened the once.
Oh and where can I find this $1 series you speak of? It piques my interest.

Well Modern is a competitive format at its core, EDH isn't. Sure you can build cheap decks in every format - and I'm not saying the challenge isn't interesting - but I don't quite see the point of the struggle if the deck you come up with would get rolled in any relevant tournament :)

Would be pretty cool to see! I'd say 50$ budget, otherwise there are probably too few actual decks in the prize range to make a series. That said I'd love to see some kind of "deck progression", like some 50$ decks and how they can be improved within a say 100$ budget. I kind of missed that sort of guidelines when I got into modern.
