30 Deck Challenge: Deck #4 Dimir

So for deck #3 of the 30 Deck Challenge, the challenge is to build a Mardu EDH deck. The decks will be judged on a basis of:
Synergy
Creativity
Utility
Viability (note: although mill decks aren't considered viable by many edh players, if you believe you have a good one, please go ahead and submit it)
You can use any legal cards in edh and any general. You won't be judged on your choice of general, only the cards that go with it.
p.s. So I know that we've been taking a while on the monoblack submissions from Deck 1, but that's due to some issues on my part. I believe soon that they'll be reviewed and judged soon. Thank you for your patience.

Hey sorry I haven't submitted. I'm working 60 hours a week but just got cut back down to 40. If possible, may I submit the decks I missed? The only one I remember doing is mono-black.

Unfortunately Simic finished already, so it'd be kinda unfair to let you do a deck for judging for that color, but Mardu and this one are available. You don't technically have to do each one.
