The general idea: Powerful permanents that lets a player mess with zones, like Commander Zone, Exile, Sideboard, etc. The twist (for balance): any player can use it.

Ex: Pay : Search a card you own from outside the game. (sideboard). Put it on top of your library. Any player may play this ability anytime they could cast a sorcery.

WotC would only print this mega-mega-cycle of cards with maximum one new card per year.

I'd say that Multiverse's Folly is a 7/7 .
