Windshaper Planetar and Annihilator

If Player-A attacks Player-B with an annihilator creature and Player-B casts Windshaper Planetar before Annihilator trigger resolves and changes attacking creature to Player-C, is Player-C the one who has to sacrifice permanents to the Annihilator trigger?

Yes, as Player C is now the defending player for the creature with the Annihilator trigger, Player C will have to sacrifice permanents to the Annihilator trigger.

Annihilator is not a targeted ability, so there is no targeted player chosen when the ability is put on the stack. Annihilator simply states that "Whenever this creature attacks, defending player sacrifices N permanents." When the trigger resolves, it will look to see who is the player defending against the creature with the annihilator trigger and have them sacrifice permanents.

From the Comprehensive Rules:

702.86a Annihilator is a triggered ability. “Annihilator N” means “Whenever this creature attacks, defending player sacrifices N permanents.”
