will Warped Devotion trigger if it is send up to owners hand?

if I have Warped Devotion on the field, and a player returns target enchantment to owner's hand, in this case my Warped Devotion will it trigger on this?

and what if all Non-land permanents is returned to owner's hands?

Yes, it will trigger. Warped Devotion's ability is a type of "leaves the battlefield" triggered ability, and LTB triggers use information from the last moment an object was on the battlefield to determine if and how they trigger. In this example, when the game checks for triggers right after the permanents go to peoples' hands, it will see that Warped Devotion's ability existed right before that happened. Warped Devotion will trigger for each returned permanent.
