when using Somberwald Sage's tap effect do I need to use all 3 mana?

or I would I be able to say, use her effect to summon arbor elf or avacyn's pilgrim or is it required to use all 3 mana she produces?

Nope. You can float the mana and if you don't use some or any of it, the remainder is drained from your mana pool at the end of the step or phase. There is no requirement that forces you to use all of the mana produced.

Tap: Add three mana of any one color to your mana pool. Spend this mana only to cast creature spells.

You my cast used this mana to cast as many creature spells as you'd like, as long as it's a creature spell. And there is also no clause here or on the extra ruling that require you to use all that mana. It will just stay in the mana pool as long as the phase don't change.
