The current accepted EDH Mulligan rule is a little bit different than the normal rule.
It works as follows:
You draw the initial 7 cards, and then choose whether or not to mulligan. If you choose to mulligan you exile any number of cards from your hand face-down and then draw one less card than you have discarded. Repeating down to 0 if necessary.
After you have completed your mulligans shuffle all exiled cards back into your library.
