What is the ruling on Lords?

For example Goblin King from alpha gives all goblins in play a +1,+1 while its in play which targets each players goblin correct? The Goblin King from Tenth edition just states other goblins in play, so who gets the bonus? That creatures controller or both players again?

They both do exactly what they say they do.

The difference in oracle text is that the original Goblin King was a "Goblin King" which gave a bonus to all goblins (every goblin, not just yours), and said 'Other' to not give it to itself. In later printings, they made it a 'Lord' and so just said 'All goblins' since it stopped being a goblin, and then later made it a Goblin again and so to make sure it didn't give the bonus to itself, it says "other goblins" once more and it is still every goblin not just yours.

Also, the ability creates a static effect which modifies the P/T of goblins on the battlefield, it doesn't actually target anything.

Always go by a card's Oracle text (which includes errata) when determining its functionality. You can find a card's Oracle text on Gatherer (here for Goblin King).

All copies of the card are treated as having that text, so all Goblin Kings have the creature type Goblin and they all give other Goblin creatures (both yours and your opponents') +1/+1 and mountainwalk. A Goblin King will never buff itself, but it will buff other Goblin Kings.

Always look at the Gatherer text of older cards for a clear answer:

  • "Other Goblin creatures get +1/+1 and have mountainwalk."

It gives the bonus to all other goblins, not just your own.
