What constitutes a single-target spell for Swerve?

Can Swerve change the target of a spell that can have multiple targets but is only targeting one, for example an Electrolyze targeting a player for both points of damage? If yes, can I choose multiple new targets?
That was what I was asking, if Electrolyze is only targeting one target, can I Swerve it, and if I can, can I choose multiple new targets? The text is somewhat ambiguous on whether "with a single target" also applies to the amount of new targets I can choose.

They've chosen the mode when they cast the spell by naming one or two targets.
if they name one target, and you Swerve it, you can also only choose one target. You'll notice that unlike a lot of other "I steal your spell while it's on the stack" effects, it just says "Change the target" not "you may choose new targets" which would allow you to do that.

As Swerve says, unless Electrolyze is only targeting one target, it would be an illegal target for Swerve to effect.
