What comes first? Starting the game

Do I look at my hand first or do i decided to play/draw (assuming i won the roll). And depending on the answer, can i take muligans before deciding play/draw?

You decide first. If you look at your hand without stating, you default to playing first. You cannot mulligan before making a decision

If you accidentally look at your hand before choosing it is assumed you are going first.

The order I'm used to at my LGS:

Shuffle, present deck, cut opponent's deck, roll for play/draw, decide play/draw, look at hand, keep/mulligan.

I think that's generally the standard.

you can also be more nitpicky and in the decide to keep/mulligan point it's the player who goes first that's supposed to decide an then it goes down in turn order.
