Travel Preparations

So I was playing with my friends last night, and I played Travel Preparations . I tried to put both counters on a single creature, they said I can't do that. I explained how the card says "Up to" 2 target creatures. But they refused to let me put them both one a single creature. I just want to make sure I was right or if I was wrong.

The card reads "a +1/+1 counter" "on" "up two target creatures". I used these breaks to emphasize that the spell places a single +1/+1 counter on zero, one, or two target creatures.

mozerdozer is correct. If you could choose to put 2 counters on a single creature, it would be written in a way similar to Elven Rite instead.
