Is Strionic Resonator compatible with Descent into Madness in any way?

Yes. Madness has a triggered ability, so you can copy it with Resonator as long as you control it. Both will resolve separately causing each player to exile X permanents and/or X cards from their hand.Each resolution will put a counter on Madness.

Note that the reminder text in Strionic Resonator tells you what a triggered ability looks like. Descent into Madness' ability starts with "at", meaning it's a triggered ability.
