Scion of Oona and Sai of the Shinobi

Can Sai of the Shinobi be attatched to a faerie with Scion of Oona on the battlefield? Not with the equip cost. It doesnt say target so was just curious. Thanks!

Yes, you can use the Sai's triggered ability to attach it to creatures with shroud. You're right to notice that the Sai's triggered ability doesn't say "target". A spell or ability only has targets if it specifically says so, either in the printed rules text or packed inside of the full rules text for a keyword ability (for example, the full rules text for "Equip " does use the word "target").
