Rhox's ability?

When Rhox attacks do you have to declare whether or not he is going to deal all the damage to the player first or when blockers are assigned.

If you're the defending player, no. Blockers and blocking order are assigned in the Declare Blockers step, and you can activate abilities and cast spells then, but no damage is assigned yet. Once both players move into the Combat Damage step, nothing can happen before damage is assigned and dealt. If there's a first striker in the combat, you still won't assign Rhox's damage until first strike has been dealt with and both players respond to that.

You don't assign damage until the Combat Damage step of the Combat Phase, which is the 4th step in Combat. You choose whether to assign his damage to blockers or the defending player after blockers are chosen.
Normally, Rhox would have to assign his damage to any defending creatures first, and his additional damage wouldn't be able to spill over unless he had trample. Rhox's ability is like a pseudo-trample though: Either he hits the defending creatures, or he can bash right past them and assign ALL of his damage to the defending player or planeswalker instead.
With Rhox, after blockers are declared and a blocking order is assigned, you can choose whether you want to hit the blockers or whether you want to hit the defending player, but not both. You can have him do 5 damage to the player or 5 damage to his blocker, but you cannot split it up 3 to player and 2 to blocker.
